Blue Lei - Is it Returning

The Blue Lei is a rare item in Club Penguin, originally released in 2006, and could be collected at the Dock as a free item, at the Summer Party.

Then, it returned in 2007, at the summer party kickoff, and could be found at the Ski Village.

Recently, many rumors have been circulating that the Blue Lei will be returning. Today, in the new Disney Channel Game On video, I saw this: (notice the red circle)

Why would Club Penguin have made the people in the Game On video wear Blue Lei's then?
